St Minver Lowlands Parish Council Accessibility Statement

This accessibility statement applies to our website, www.stminverlowlands-pc.gov.uk.

This website is run by St Minver Lowlands Parish Council.

How you should be able to use this website

We want as many people as possible to be able to use this website. For example, that means you should be able to:

  • zoom in up to 300% without the text spilling off the screen
  • navigate most of the website using a keyboard or speech recognition software
  • you can skip to the main content when using a keyboard

We’ve also made the website text as simple as possible to understand.

How accessible this website is

We know that some parts of this website are not fully accessible:

  • you cannot modify the line height or spacing of text
  • Some content is displayed in Tables which are not fully accessible
  • Use of PDF documents for content, particularly policies, financial, meeting agendas and minutes. Although authored with accessibility in mind, PDF documents often have some accessibility issues.

Technical Information about this website’s accessibility

St Minver Lowlands Parish Council is committed to making its website accessible, in accordance with the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018.

Compliance status

This website has been tested against the Web Content Accessibility Guidelines version 2.2 AA standard.

This website is partially compliant with the Web Content Accessibility Guidelines version 2.2 AA standard, due to the non-compliance(s) listed below.

Non-accessible content

The content listed below is non-accessible for the following reason(s):

  • On the Documents page, some images do not have a text alternative, so people using a screen reader cannot access the information. This fails WCAG 2.2 success criterion 1.1.1 (non-text content). This applies to pdf thumbnails
    • We aim to change the way that documents are displayed so that we fully meet accessibility guidelines.
  • On the Event page where a single Meeting is displayed there is a Broken Skip link. A skip navigation link exists, but the target for the link does not exist or the link is not keyboard accessible. This is for display of meetings that use a third-party software. This fails WCAG 2.2 success criterion 2.1.1 Keyboard (Level A) and 2.4.1 Bypass Blocks (Level A)
    • We will review the use of this third-party software or try and fix the issue
  • Where PDF documents are used, we will look to inform the user that the link will open a PDF document.

Disproportionate Burden

Although the design is responsive, it is not always possible to change the device orientation from horizontal to vertical without making it more difficult to view the content. This applies particularly to mobile phones.

We’ve assessed the cost of fixing the issues and believe that doing so now would be a disproportionate burden within the meaning of the accessibility regulations.

Content that’s not within the scope of the accessibility regulations

The accessibility regulations do not require us to fix PDFs or other documents published before 23 September 2018 if they’re not essential to providing our services.

Any new PDFs or Word documents we publish will meet accessibility standards.

What we’re doing to improve accessibility

We are working to fix content which fails to meet the Web Content Accessibility Guidelines version 2.2 AA standard.
